I guess one reason would be their culture and their constitution of the land. In some countries is is restricted due to government regulations. Some countries are having hard time on how will they collect taxes on gambling.

Yes, every state need taxes, but I think, if everything is done in a proper way, these states can earn much on gambling. Anyway, people play different casino games online. Personally I really enjoy free slot games. It is convenient for me to play them online as I don't have to visit the landed casinos, but I choose only licensed and safe sites.
