I don't think it's wise to place a high coefficient here. Portugal is not inferior to Estonia in composition, they have Quetta who will dominate under the basket as Estonia lacks strong defenders. Williams can still be considered a reserve, as his shooting has been poor so far, but if he improves even slightly, it would be a significant boost. I believe the chances are equal for both teams, as Peru opens the period for both of them to reach the playoffs, so a higher coefficient is more suitable.
