I think the card total is caused by the meetings with low ranking teams, where Portugal and Ghana were shown 6 cards, and Uruguay and South Korea - 3. These national teams are of a higher level and have every chance to finish the match with a small amount of cards, since an even score would be enough for both teams, I see no reason why they should be scratched.
